The answer: White

1 did not see 2R and 3R or he would have assumed his was 1W
2 did not see 1R and 3R or he would have assumed his was 2W
3 knows 1 and 2 both saw at least one W
but… 3 also knows that 2 realized that 1 did not see 2R and 3R, so therefore if 2 sees any R, he would assume his was W, but since 2 did not answer, he must have seen 1W and 3W

I’m gonna call them A, B and C.
A can only know his color if he sees 2 red hats, so he does not see 2 red hats.
B can see C, if C had a red had he would know his own hat would be white. But as he does not answer, C knows his hat is white.

I believe that the answer is white.
the guy who could see fine either saw 2 white hats or a red hat and a white hat.
The guy who could see out of one eye saw the same thing.
Either way the third hat has to be white.
